Rider Values for the Tour de France

I can see the rider values for the Tour de France and have begun to build my team. Since I haven't been playing too long, I was wondering, do the rider values change at all, or are they set and wil not change from now until the start of the Tour? Just wondering, for example, will Peraud stay at his current value, or if he does well in the French National Championships, could his value for the Tour de France go up?... Thanks!
